Costa Rica was an oligarchic and liberal country by the end of the nineteenth century, with policies centered solely on primary education. As a result, the University of Santo Tomas was forced to close after 45 years of operation. The same decree established the higher education institutions of Law and Notaries, Medicine, and Engineering. In 1897, the Pharmacy and Fine Arts schools were established. As there was no higher education institution in the country after 1890, higher education was represented by professional schools and colleges that operated under the direction of their respective professional associations.
